Scheduled departures to Yelapa leave daily from Los Muertos pier. There will be people approaching you trying to get you to pre-purchase your water taxi tickets. Just ignore them and say "No gracias" and keep walking out to the pier. The boat boards on the right hand side. Pay the boat driver or his crew directly $10 US or $100 pesos per person.
